--105, I witnessed that the production equipment included a 210bbl within an earthen dike, a horizontal separator, a drip, a 2 inch salesmeter with a .1875 inch orifice and a chart recorder with a current chart. A 2 inch plastic dike drain was present open on both ends. The tank bottom appears to be leaking resulting in a 4 foot by 30 foot area within the dike contaminated with brine and light oil residue. Outside the dike a 6 foot by 15 foot area of contamination was found at 39.886585 -81.624845 with field testing resulting in a pH of 6 and chlorides of 6215ppm. Also a 10 foot by 15 foot area of contamination was found at 39.886641 -81.624886 with field testing resulting in a pH of 6 and chlorides of 3393ppm. The well was equipped with 8.625 inch casing, 4.5 inch casing, 2.375 inch tubing, rods and a National pumping unit powered by electricity with the power in the off position and 1 of 2 valves open on the casing and tubing. Identification was present and production records were current. Owner/operator shall remove tank, remove dike drain, remove contamination, replace with clean fill, dispose of contaminated soil in a solids landfill and provide disposal manifest to ODNR. | |
