He stated the rig mght be switching to fluid to complete the hole. He had no issues to report.
0591551742 2015-07-10 Drill / Deepen / Reopen No Violations I was on location to witness PetroSet cement the conductor casing for Diamond Energy Partners. Wildcat Drilling drilled a 17.5 Hole #1 to 96 ground level (GL) and set two (2) joints of 11.75 casing at 87 GL with one centralizer. PetroSet established circulation with fresh water. The operator mixed and pumped gel with Hulls followed by 250 sacks of Class A cement. Next, the plug was released and the cement displaced to a depth of 77 GL with 9 barrels of fresh water. I witnessed 10 barrels of good cement returned to surface.
0824543510 2015-12-09 Preliminary Restoration No Violations My inspection found the well to be equipped with a plunger lift unit. The tank battery consists of a 210 BBL production tank, a 100 BBL brine tank, a 50 BBL poly brine tank, and a mechanical separator. The company has a identification sign at the beginning of the lease road and needs to install one on the tank battery. The annulus valve was open before the company graded the location. It will need to be plumbed up above surface and a pressure relief valve installed. The trees have been cut and stacked for landowners use. The company has finshed installing the 4200 sales line from the tank battery to the Dominion Gas supply line. Once Dominion installs the rotary meter on the sales line meter run the well can be turned on for production. The location has been graded. Once vegetation is established, the company can remove the silt fence and preliminary restoration can be passed. I contacted one of the owners Jim Adams about the issues that need addressed.
1208838280 2015-10-05 Preliminary Restoration No Violations My inspection found the location has been graded and still needs to be seeded and straw spread across the location. The company is in the process of running the flow line, sales line, and constructing the tank battery. I contacted Matt Kleese about seeding and spreading straw on the location. I will pass preliminary restoration once vegetation is established. The pressure guage on the annulus is at zero psi. No violations found.
1436466044 2015-07-07 Surface Facility Construction No Violations I was on location after receiving a phone call from Matt Kleese with Diamond Energy Partners that they would be starting to excavate the location in preparation for the well to be drilled. My inspection found the culvert at the road had been installed by the township. The company has installed a 200 ft stone lease road and is in the process of creating access to where the well will be drilled. I have instructed the company to have the proper sediment control at any current and potential run off site on the location. No violations found.
1436965942 2015-07-09 Drill / Deepen / Reopen No Violations I was notified by Tom Wood the Geologist for the company that they spudded the well at 1:15 PM.

1438001532 2015-07-24 Drill / Deepen / Reopen No Violations I was notified by Jim Adams one of the owners of Diamond Energy that the five day test of the annular pressure was 0 psi.
1438879897 2015-07-10 Drill / Deepen / Reopen No Violations I was on location to witness PetroSet cement the surface casing for Diamond Energy Partners. Wildcat Drilling drilled a 11 Hole #2 to 464 from rig floor (RF) and set 8.625 casing at 431 RF (416 ground level) with five (5) centralizer and a 15 landing joint. PetroSet established circulation with fresh water. The operator mixed and pumped 300 lbs of gel with a 50 lb bag of Hulls followed by 200 sacks of Class A cement. Next, the plug was released and the cement displaced to a depth of 411 RF with 26 barrels of fresh water. I witnessed 8 barrels of good cement returned to surface.
1456764357 2016-02-29 Production Wells No Violations I was notified at 9:25 am by Dave Maddick of Discovery Oil & Gas of a 30 BBL oil release on the this location. The release was within the tank batteries containment. The 3 valve on the production tank and the 3 valve on the poly brine tank appear to have both failed. This failure caused the 210 BBL production tank to over flow the 50 BBL poly brine tank. The well tender Jim Adams has two vac trucks on location removing the oil from inside the dike. Kelly Dailey of Dailey Excavating is in route to the location with an excavator and a lined roll off container. The company will remove the equipment from inside the tank battery and remove the contaiminated stone and soil from the location. The company will replace the stone and rebuild the tank battery after the clean up is complete.
1528809909 2018-06-12 Production Wells Violations Noted I received a call from well tender, Matt Kleese from Diamond Energy Resources, regarding a release of approximately 1 BBL of oil into the diked tank battery. The dump valve at the well froze open and when the well cycled on, it continued to run, filling the 210 BBL and causing the oil to release from the top of the tank. At the time of this inspection, Diamond Energy Resources was on location cleaning up the oil within the tank battery. Some of the oil misted onto the south side of the tank battery vegetation. Diamond will continue to vac up the oil inside the battery and remove the oil misted vegetation. The outside of the 210 BBL tank will also be cleaned due to the oil residue.
1530019037 2018-06-26 Production Wells No Violations I conducted a compliance notice follow-up inspection for compliance notice 1528809909. The oil within the tank battery has been cleaned up and the 210 and 100 BBL tanks have been cleaned off of residual oil. The adjacent vegetation has been removed. Compliance notice resolved.
1575400788 2015-07-13 Drill / Deepen / Reopen No Violations I was on location to check on the status of the rig. It is 11:30 PM and the rig is at a depth of 4030. The hole is currently making water and the rig crew is in the process of pumping pit water into 500 BBL tanks to make room for any excess water produced from the hole. The location and the access road back to the location is in poor condition due to the amount of rain that has occurred. I have instructed both Matt Kleese and Jim Adams to install silt screening in a shallow creek bed that is to the North of the location and runs the entire length of the access road to a retention pond at the main road. They are to put silt screening every 200 up to the pond and then after the retention pond before it enters the drainage ditch along side of Rapids Road. They were going to install silt screening along side the low areas of the access road back to the well where they are experiencing issues with water run off. I will check back on 7/15/15 to assess the work performed to mitigate the sediment run off.
