1203781278 2009-10-31 Drill / Deepen / Reopen No Violations Contacted driller in the morning regarding noise complaint. Requested tarps be put into place to reduce noise. On site to check noise reduction measures that the operator was taking. Operator was drilling on air in the shale. Majority of the noise was coming from the turbo on the air plant. Operator put tarps in place during inspection, there was a noticeable decrease in noise at that time. Operator will be switching to fluid drilling 100 into the Big Lime. Allowed air drilling through the shale, majority of the drilling will be done during the day. Operator will be on fluid by morning. Air drilling will reduce the time the rig is in the neighbor hood and expedite there exit. Pits were in good repair. Lease road was stable. BOP was in place, chained down and no hole movement.

No lose of circulation during the drilling of surface hole. Operator drilled surface hole on fresh water. Surface hole TD was 382 operator set 372 of 8.625 R-3 New pipe. Berea had swelled, it was tight during the running of surface pipe. Operator had to rotate pipe to get it through the Berea, operator did not have to wash it down. Halliburton was the cementing contractor this day. Cementer broke circulation ran 140 sacks of class A cement. Cement returned to surface as soon as displacement started. No lose of circulation during cement job. 10 barrels of cement returned to surface. Checked equipment, all equipment had mufflers in place. Mufflers are what I would call huffers they are larger than normal mufflers. Regular use mufflers where laying on the back of the drill platform. Operator had removed regular use mufflers before drilling and replaced them with the larger mufflers. Permit was posted in the dog house. Safety fence was around the location, reminded driller keep out signs need to be posted every 150 on fence. Lease road was stable and in good repair. Drainage controls are in place. Operator was using safety chains at top of walkways to limit access. All hands had safety equipment on. After leaving site, was notified by office that a noise complaint had been received. Rig will be shut down for at least 8 hours while they are waiting on cement. Will contact driller in the morning and request tarps be placed around equipment to limit noise.
