The well and battery are located behind a multi-tenant strip, with mixed-used commercial use beyond. At the time of this inspection I noted the following: a well with plunger-lift system and associated tank battery is separate board-on-board enclosures which were locked and secure. The load-line valves were plugged, locked and secure. The secondary containment was intact. The production reports were current. The well was producing with an active chart record. I walked and inspected the areas surrounding the well and battery and found no indications of problems.

At the time of this inspection, I observed the following: a wellhead with plunger lift system and associated tank battery in separate board-on-board enclosures in a commercial shopping and dining district. The enclosure gates were locked. The load line valves were secure. The secondary containment was intact. Fittings and connections at the wellhead and battery were secure. The surrounding areas are comprised of asphalt parking and managed greenscape. I did note the following issue of concern: the former location of the drilling pits was exhibiting heaving of the asphalt pavement. I met with the property manager who reported that the heaving had been occurring since at least 2015.

The asphalt paving was heaved up several inches along the axis of the former drilling pits. I had notified the well owner and we had discussed needed mitigation. At the time of the this inspection, crews were actively working to remove the asphalt paving and re-grade the sub course material as restoration of the heaving. These activities continued during my inspection visit.

I did not observe any signs or evidence of leakage, spill , or problems at either the production wellhead or tank battery system. The wellhead and battery are located within the asphalt-paved parking area behind the professional office building at 23360 Chagrin Blvd. The secondary containment at the battery which is comprised of 24 high masonry block, is in good condition. The process safety equipment is present. Tank hatch lids are closed. Load lines are bull-plugged and locked. Gates are intact and locked. Signage is present, accurate, and readable. The interior diked area is lined with sorted limestone gravel which is free from standing water or weeds. I observed no problems or issues requiring attention.

The 8 5/8-inch casing does not indicate any pressure at the gauge. The associated tank battery consists of 1 100-barrel (BBL) tank, 1 50 BBL tank. The mechanical separator is located in a separate, locked enclosure.. The spacing is in accordance with the rule. The tank battery dike is adequate. Safety gear in place as required by 1501:9-9-05.
