Access though back door of address 113 an into basement to wall north side of building then though door an into basement under the alley to find vault with bolted down manhole cover lines coming out the side of vault had been cut and are open so Fire department checked both lines no gas detected. Since this well had been plugged with fire clay I advised well to be drilled out and re-plug with cement. Since the well is to be within the foot print of the new building.
