The area where the oil contaminated soil had been excavated and hauled was still bare and covered in old straw. There were multiple spots in the bare area where residual oil contamination was visible at the surface. The area of the heaviest oi saturation was very close to the location of the line repair. I called Dale Smith to report what I had found and to ask that he come back out to remove the oily soil. I also recommended that they dig down to the line to determine whether the oil in the soil was left over from the original incident, or the line was leaking again. Dale said that he would be out tomorrow with a track-hoe, and he would call me when they arrived. |

1486661975 | 2017-02-09 | Production Wells | No Violations | I received a phone call from Dale Smith, field supervisor for M&R Investments, to notify me that they had discovered a flow line leak near this well. He said that the leak was discovered last night. The pumper reported that the well was not selling gas, so Dale went out to walk the flow lines and found the oil on the surface approximately 150 feet from the wellhead. They shut the well in for the night and reported the leak to me first thing in the morning. When I met Dale at the site I found that they already had the line dug up and had located the source of the leak. There was approximately 3 inches of snow cover, and we were unable to accurately gauge the extent of the oil on the surface. The leak was located in open grassland habitat. No waters of the State were affected. Dales crew excavated the soil around the buried line so they could replace three joints. The subsurface migration of oil was minimal. Most of the oil was pushed directly to the surface and spread down grade through the grasses. They excavated the contaminated soil from around the line and on the surface. They stockpiled the soil for removal. Dale said that he could not get a roll-off in until tomorrow morning. I told Dale to get what they could today, but we will have to wait for the snow to thaw to complete the clean-up. The temperature is predicted to rise to 50 - 60 degrees Fahrenheit within the next two days. |

He still had the ditch open from replacing two joints of steel flow line. I found no remaining crude oil in the subsurface soil. I told him that it was alright to fill the ditch in. The area where they had scraped oil from the surface was bare and not covered in snow. I found no remaining crude oil in that area, but the surrounding landscape was still snow covered. I asked Dale to leave the roll-off on site until Monday morning to allow for the snow to melt. Then we will be able to get an accurate assessment of the extent of the oil impact and remove any remaining contamination. |

We would like to see some vegetative growth before winter weather sets in. Trisha and Jason agreed to waive the landowner permission requirement because the leak was on State of Ohio property. |
