1240107527 2018-06-06 Production Wells No Violations Jim Dunfee called to let me know that he had been out to work on the dike. On the day of my inspection I found that the oily peat and gravel had been removed from the dike. The area behind the dike had also been scraped with a blade. Jim had lime spread over all of the affected area. I did not find any remaining oily material and there were no oil stains showing through the soil. This compliance notice has been resolved. I called Jim to let him know that it looked good.
1503108244 2018-03-16 Production Wells No Violations On the day of my inspection I found that the back side of the dike was built up with fresh soil and most of the oily peat had been removed. I called Jim Dunfee and he said that they were in to find the leak and replace the line. He said that he would get the rest of the peat out in a few days once it has completely absorbed the residual oil.
1527859856 2018-06-01 Production Wells No Violations On the day of my inspection I found that the oil soaked peat had not been removed from the dike. The pools of rain water outside of the dike that were showing some oil sheen had dried up and I did not find any oil on the ground. I called the pumper, Jim Dunfee to ask what his plan was. Jim said that he was contacted by the well owner and he was aware that there is still work to do on the clean up. He said that he has been very busy and asked if I could give him another week to get it taken care of.
1723590118 2018-05-22 Production Wells Violations Noted I originally discovered crude oil in the dike on 3/6/18 and I made contact with the pumper Jim Dunfee where we discussed the clean-up. I returned 10 days later to find that the leak had been repaired and the dike had been built up, but there was still oily soil and peat moss that need to be removed. Jim assured me that he would take care of it and I have not returned until today, 5/22/18. I found that the oil saturated peat moss was still in place across the rear of the dike, around the base of all three tanks. I also found that there was little bit of oily residue leaching through the back of the dike, and there was a slight oil sheen present on the pools of standing rain water. The oil needs to be cleaned off the tanks and the oily buckets need to be removed from the dike. All of the oil saturated soil and peat moss needs to be removed from the dike. These actions shall be completed within 5 days of the issuance of this compliance notice.
1838221384 2018-03-06 Production Wells No Violations I noticed oil in the dike when I was driving by, so I stopped to investigate. I found that there were three 100 barrel steel tanks, one 30 barrel poly tank and one horizontal separator in an earthen dike. Two of the 100 barrel tanks were labeled for permit 6535, The Jones 2-69, owned by Pettigrew Pumping Service. The third tank was labeled for the Jones 1-69 domestic well. There was standing oil spread across the back side of the dike, around all three tanks. Someone had spread peat over the oil, but it was very saturated and there were still several pools of standing crude oil. I did not find that any of the oil had ran over the side of the dike wall or leeched through. The source of the leak appeared to be from the elbow fitting on the riser to the top of the tank for the Jones 1-69. I called Pettigrew to ask about it and the receptionist took my information to pass on to the field staff, with the guarantee that they would contact me and be out to look at it today. I also called Mr. Jones who claimed responsibility for the leak. He said that the fitting froze in the cold weather and split. He said that Jim Dunfee pumps the well for him and he was taking care of the clean up. I called Jim Dunfee, but he didnt answer so I left a voice message. Jim called back and said that it happened two weeks ago, but he didnt think it was a reportable incident. I told him that he needs to get more peat down today. He said that he would be out, and he predicted that he wouldnt be able to repair the line for at least two more days. Matt Pettigrew also called me back and I told him that the leak was not from their equipment. He said that he was aware of it and it had been that way for about three weeks. He also directed me to contact Jim Dunfee.
