0059613958 2018-09-10 Plug / Plug Back No Violations On the day of my inspection I found that Phil Moran had his service rig moved back to this well, but he was not working due to the weather. The site was extremely muddy from heavy rains in the area. I called Phil and left a message in regards to when he planned to come back out and start the job.
0790526141 2018-07-18 Production Wells No Violations On the day of my inspection I found that no work had been done to provide rig access back to the well. This well was required to be plugged by 7/26/18. A plugging permit was issued for this well on 3/23/18. I called Ron Babcock to ask what he was doing. He said that he walked back to the well last month with Phil Moran to plan the plug job. He said that it was still pretty wet getting back to the well and Phil wanted to wait for the ground to dry out some before he moved in. Ron said that he would be on vacation until early August and he would contact Phil to move in when he returned.
1085626824 2018-10-01 Plug / Plug Back No Violations On the day of my inspection I found that Phil had pulled all 335 feet of the 5.5 inch casing from the well, and moved most of his equipment out. There were no signs of any 7 inch diameter casing in the well. Phil claimed that it is likely that the casing was pulled when the original owners ran the 5.5 inch casing. Phil washed approximately 4 more tons of clay down the well, filling it to surface. He said that he would leave it open for a couple more days in case the clay falls down hole. His crew started to pull all of the old steel flow line from the wellhead out to the road.
1157098851 2018-10-03 Plug / Plug Back No Violations On the day of my inspection I found that the well was still filled to the surface with clay. Phil used a total of 6 tons of clay to fill this well to surface. Phil pulled all of his equipment and debris out of the site and the crew removed all of the old flow line that ran back to the well. Phil said that he was going to take the casing and flow lines to the scrap yard, and make a steel plate for the well.
1447372643 2018-10-04 Plug / Plug Back No Violations On the day of my inspection I found that the well had been cut off, capped and covered up. I called Phil Moran who said that he came back out yesterday evening to cut the casing off and cap it. This well is plugged and abandoned, the compliance notice is resolved.
1537377747 2018-09-19 Plug / Plug Back No Violations On the day of my inspection I met Phil Moran at the well site. The access road back to the well was very muddy. Phil was able to get in with a dozer. He got his rig and trailer moved into place. Phil started to blow the gas down and disassembled the wellhead. The well had a lot of gas pressure and volume. It was still blowing gas when I left the site. Phil said that he was going to talk to the landowners about taking the well as a domestic because it was in such good shape and it appeared to be a strong gas well.
1537987081 2018-09-26 Plug / Plug Back No Violations On the day of my inspection I found that Phil Moran had left the 3 inch diameter casing under tension overnight in hopes of releasing the packer. He got the packer to release and he pulled the 3 inch casing from the well. The well was still making gas. The records show that there is also 5.5 inch diameter casing down to the top of the Berea sand. Phil washed 2 tons of clay down the 5.5 inch casing.
1557244389 2019-05-06 Final Restoration No Violations On the day of my inspection I found that the access road back to the well site was bare of vegetation and appeared to be in use for ATV traffic. The major ruts from plugging operations had been graded out. The well site was also graded out, but no grass had been planted. I found no materials or debris left at the site. There was no production equipment for this well. I received a form 5 landowner waiver for the final restoration to waive all of the restoration requirements. I called Brian Darr to follow up and he said that they are completely satisfied with how the site and road were left. He said that they use the road for ATVs, and they use it for logging on the property. This site passes final restoration.
1584874161 2018-09-27 Plug / Plug Back No Violations On the day of my inspection I found that the well was no longer making gas. The clay the Phil washed in yesterday shut the gas off. Phil worked the whole day to get set up to pull the 5.5 inch diameter casing. The casing would not pull so he went in to rip. Phil got a telegraph at 335 feet and parted the casing there.
1851654538 2018-10-05 Plug / Plug Back No Violations On the day of my inspection I found that Phil Moran had graded the well site and access road. Phil said that Ron Babcock was just there to spread grass seed on the site. Phil asked for a form 5 landowner waiver for the access road. Phil claimed that he had spoke with Brian Darr, who said that he wanted to leave the access road in place.
1901655544 2018-01-26 Production Wells Violations Noted On the day of my inspection I found that the access road back to the well was still visible and passable by foot, but there were sections that were blocked by downed trees and thick vegetation. There were no signs of any recent vehicle traffic. The well was equipped with a wellhead, production casing, and multiple closed valves. One of the casing lines ran to a vertical separator and the other was disconnected. I could smell gas around the well, but I couldnt locate the source of the leak. I found no storage tanks for the well and there was no identification posted at or near the wellhead. I contacted the landowner Brian Darr to ask if this well has ever been, or is currently being used for domestic gas. Brian said that this well has never been used for domestic gas and the only structure on the property is an open wooden storage barn. This well has shown zero (0) barrels oil and zero (0) cubic feet of gas for every year of reported production dating back to 2001. Prior to that there are no records of reported production. The well is not being produced commercially and it is not providing domestic gas. The well owner/operator shall submit a written plugging schedule to Chris Grimm at 5880 Memory Rd, Zanesville, OH 43701 within 30 days, per ORC 1509:13(B)(7), and plug the well within 180 days. The well owner/operator will be notified if the plugging schedule is approved or denied.
