On the day of my inspection I found that the production equipment had been removed. The access road is still in use for agricultural purposes. The well site had been cleared of all oilfield related materials and debris, except the well casing, which was stacked on wood sills on the ground, and the electric pole. The well site and production equipment site were both rough graded and starting to grow with weeds and grasses. There were no erosion issues or wash outs. The landowner waiver stipulates that the landowner wants to keep the materials that were left behind. Rick Wray said that the landowner Kevin Miller paid him for the casing. This site passes final restoration with a waiver. |
0727144552 | 2016-12-28 | Production Wells | Violations Noted | On the day of my inspection I met the landowner Kevin Miller to conduct an exempt domestic pre-transfer inspection. There was no existing access route to the well. There were no vehicle or foot tracks back to the well. Mr. Miller took me back in a UTV. He claimed that he has lived there for nine years and he has never seen anyone go back to the well. I found that the well was equipped with a 5 inch wellhead. There was approximately 2 feet of 2 inch tubing coming out of the top of the wellhead. The tubing was shut in with a valve. The steel flow line to the tank battery was connected. There was a standing electric pole near the wellhead, indicating that the well was equipped with a pumping unit at one time. The casing valve was closed and led to a 1 inch yellow plastic line that ran to a horizontal cylindrical tank of unknown volume. The tank was larger than a typical 200 gallon liquid propane tank. Mr. Miller claimed that both of the Walters wells and the Blackburn well from the neighboring property supplied gas to the tank, which supplied the domestic gas to the home. There have been zero mcf gas and zero barrels of oil reported for this well since 2011, and no production reports have been filed for 2015. The well is idle and it is shut off from the domestic gas supply. I also inspected the other Walters well the same day and found it to be shut in as well. The domestic gas is being supplied by the Blackburn Unit 1, permit 0287. The tank battery consisted of one 100 barrel steel tank, one 30 barrel plastic tank and one vertical separator. The equipment was rusted and in a general state of neglect. Both tanks appeared to be empty. The identification sign was blank and there was no identification at the wellhead. The well owner/operator shall submit a written plugging schedule to Chris Grimm at 5880 Memory Rd, Zanesville, OH 43701 within 30 days, per OAC 1501:9-11-05(B), and plug the well within 180 days. I used my handheld GPS and my memory of the site layout to direct Tom where to search with the metal detector. Tom found a strong signal very close to where I remembered the well being located. He then recorded the position. The site had been graded out, but it had not been seeded yet. The well casing was still stacked on the ground. There were no signs that the plugged well was leaking. |

I asked him where he got it ripped off at and he said that he thought he had the whole string of 1016 feet coming out. He speculated that the casing was freed from the seat during the time he was attempting to part it with the ripping tools. We tallied the casing once it was pulled and found that he did part it at a depth of 806 feet. They had an 11 ton load of clay delivered and washed more than half the load down the well. The well bore filled to surface and it was left to settle while Gene rigged down and moved his equipment off site. They filled the well two more times throughout the day with an estimated total volume of 9 tons. They shut down for the day to let the clay settle overnight. |

He showed me a copy of the invoice from Timco stating that the casing was shot at a depth of 2640 feet. Gene claimed that he had the bottom plug in. I did observe the remnants of a clay pile on the ground next to the well. He said that they had 11 tons delivered. I estimated that there was 1 to 1.5 tons left on the ground. Gene set a brush and stone bridge below the 7 inch casing at a depth of 1050 feet. We noticed oil on his tools when he was tagging the bridge, so he got a 7 inch bailer and dug a pit to bail the oil out of the well before attempting to pull the 7 inch casing. They bailed approximately 5 barrels of oil out but the bailer was making a mess, so they washed a half ton of clay down to seal off the bridge and started to load the casing with water in hopes of floating the oil out of the hole. They ran out of water and could not get a delivery until the next morning. |

They let it set for 1.5 hours while they finished capping the other well on the lease. He tried to pull the 7 inch casing and it would not budge at 80,000 pounds of pull. Gene then went in with his ripping tools to part the casing, but the tools got hung and the line snapped. The tools did not drop down hole however, as they were hung in the top joint. Matheny worked for most of the afternoon to re-establish positive control of the tools and remove them from the well. He eventually got back in and started ripping at his first telegraph, at a depth of 806 feet. He said that he would try to part the casing there and he would be out first thing in the morning to pull it. |
