1479820305 | 2016-11-09 | Production Wells | No Violations | The purpose for my inspection was to conduct a status check on well # 2-1861. Entrance to the well pad is marked by a sign board that contains correct and legible identification for the wells on the pad along with required emergency response information. Lease access is over a crushed gravel roadway that remains in good repair. A locked gate is in place to prohibit unauthorized access. Erosion and sedimentation controls along the lease road remain in place and are functioning. The topsoil stockpile is stabilized with well--established vegetation. Minor erosion is occurring along the North edge of the pad from runoff. Correct and legible identification is present at the well head. The cellar contained freshwater with approximately 12 inches of freeboard. I observed runoff from recent precipitation draining into the cellar. Steel grating is present over the cellar to prevent falls. The mousehole was cemented. Well # 2-1861 is completed with tubing installed inside the 5.5 production casing. Digital gauges indicated 1249 psi on the casing and 800 psi on the tubing. Production valves rated for 5000 psi were in the open position. No audible or visual leaks were detected. A sand separator was plumbed out from the well head over to an open top steel container box set on containment. The container box contained minimal fluid. The drain valve on the box was closed and plugged. Valves to the separator were in the closed position. The valves had bar handles on them and did not contain locks to prevent unauthorized opening. Production equipment on the pad consisted of two (2) gas processing units (GPU), one (1) glycol dehydrator and two (2) 360 bbl production tanks and one (1) open burn flare stack. Mahoning County Inspector John Fleming was present at the time of inspection. Correct signage was present at the entrance. The road and well pad were composed of crushed gravel and remained in good repair. Erosion and sedimentation controls along the access road and around the pad remained in place and were functioning. Correct identification was present on the well head. The cellar contained freshwater near free board with a grate placed on top to prevent falls. Annular pressure gauges were not present or identified. A pressure gauge on the 5.5 production casing indicated 839 psi. The tubing gauge indicated 218 psi. Production equipment on the pad was shared with well #2- 1869 and consisted of one (1) sand knock out, one (1) blow down tank plumbed into the sand knock out, one (1) GPU, one (1) compressor with sound barrier walls installed, one (1) dehydrator, two (2) 400 bbl production fluid tanks in steel containment and one (1) vapor recovery unit. Ins. Fleming and I stopped to observe the noise level from the compressor at the end of the access road and at a neighboring house approximately 600 feet to the Southwest of the unit and did not find the noise excessive. I will contact Hilcorp Energy wellsite supervisor Jerry Myers to install annular pressure gauges with identification. |
