0082603580 | 2017-12-26 | Production Wells | No Violations | The purpose of my inspection was to document the status of well #2-0805. A review of RBDMS indicated the owner reported production in 2016. Access to the well was through a residential driveway that lead to a back yard. The well location was stable. The 8.625 well head was below grade. The 4.5 production casing was equipped with tubing only that was plumbed to a sales line and domestic supply connection. No tank battery was present. No identification was present. While on location I called and spoke with Quality contract lease operator Dave Wittick. Mr. Wittick stated he was not familiar with the well and had never operated the well. He continued that he was in the area changing production charts and would drive to the location. Mr. Wittick later arrived on location and we walked back to the well. Mr. Wittick repeated that he was not familiar with the well and that this was the first time that he had been there. I witnessed Mr. Wittick open a valve on the domestic supply drip tank and the well had no pressure or gas was observed. The house in front of the well also had a large propane tank in the back yard. The house did not appear lived in, but the electric service was connected and operating. Mr. Wittick stated he would contact the office to learn more about the well and report back what would be planned for the well. I will plan a follow-up inspection to either witness the well in production or issue a compliance notice to plug and abandon the well. |

I spoke with Tim Lanzer of Quality Oil & Gas Corp. on 11/01/2018 to discuss the status of well #2-0805. Mr. Lanzer stated that he was continuing to work with the partner on this well, Abarta Oil & Gas, to get the well plugged. Mr. Lanzer requested additional time to get the details in place. During the conversation I stated that I would discuss an extension with ODNR-DOGRM Northeast Regional Manager Thomas Hill. On 11/02/2018 I spoke with Mr. Hill regarding the extension. Mr. Hill approved extending the date that well #2-0805 needs to be plugged by 180 days. At the time of my follow-up inspection correct identification remained in place at the well head. Production valves remained in the closed position. No production equipment was on location. The well was not supplying gas for domestic consumption. I will contact Mr. Lanzer to notify him of the extension date. |

Production valves were in the closed position. Following the inspection I called and spoke with Tim Lanzer with Quality Oil & Gas Corp to discuss the well. Mr. Lanzer reported that the well was owned by Abarta Oil and Gas and Quality was the operator. Mr. Lanzer stated that the plan was to plug the well at some point in 2018, but did not have a date. I communicated to Mr. Lanzer that I would be issuing a compliance notice to plug and abandon the well. The well is currently incapable of production Quality Oil and Gas Corp. shall submit a written plugging plan to Inspector Kenneth Frye at the Ohio Department of Natural Resources, Division of Oil and Gas Resources Management, 3575 Forest Lake Drive, Suite 150, Uniontown, OH 44685, within 30 days, per OAC 1501:9-11-05(B), and plug the well within 180 days. Quality Oil and Gas Corp. will be notified if the plugging plan is approved or denied. |
