There was no visible or discernible signs of oil leakage or impact in the areas surrounding the wellhead. The battery was comprised of one 100-barrel, steel production tank and horizontal separator, which was surrounding by mature grasses which obscured much of the battery. I did not observe any obvious signs of oil or impacted areas in or around the area of the tank battery, or along the course of the flow-line. I walked the areas surrounding the pond, and walked the upstream course of the small tributary stream, between the pond and the wellhead and found no discernible evidence of impacts. There was some portions of left-over storm culvert. There were several areas of disturbed soils from remedial excavation that require re-grading. I observed no other signs of discarded soil or remnant debris from clean-up activity. ID signage was present but not complete (lacking complete API permit #). |

Operator has yet to submit a restoration plan to the DOGRM nor the OEPA, as agreed that Big Sky Energy Inc. would do on the inspection conducted 07/09/2015 (Big Sky Inc. agreed to submit a restoration plan by O9/15/15 to the Division for review.) During that inspection the operator was informed by DOGRM and OEPA that soil testing could be completed by the operator and if sections of the stockpile tested clean, the clean soil could be redistributed. No test results for soil sampling have been received by the DOGRM or the OEPA. Review of the affected pond during the inspection revealed that an oil sheen is still evident when the ponds edges are disturbed. Debris from the siphon dams constructed on the north edge of the pond remains on location. Debris from the first siphon dam in the stream remains on location, there is one culvert pipe still in the stream under the remaining portion of the dam. One culvert pipe on the bank of the stream and one further down stream. A sheet of plywood and t-posts remain from the second siphon dam in the stream. Brush, small trees and stumps that were removed and stockpiled during the initial clean-up effort are still on location and need to be addressed. |

He told me the oil company that owns the well on his property had a oil spill which had entered a small pond and then traveled down stream for some distance. I met Darren at the well the next morning when he showed me the location of the origin of the oil spill. I witnessed oil on the ground in the lease road about 1000 south of the tank battery location. The oil covered an area 70X 20 and had traveled about 50 in a ditch where the oil had entered a small pond, the oil had then flowed to the overflow of the pond and entered a small stream. I walked down stream 800- 1000 to find small puddles of oil had been caught in debris in the stream in about 10 different spots. The amount of oil down stream was a very small amount. The amount of oil spilt from the flow line leak was about 2-3 barrels. Reggie Brown with the EPA then arrived and I walked with him to the oil spill origin. We discussed the clean-up procedures the company needed to perform to remediate the oil spill. The stream and pond clean-up was under EPAs authority. Bob Barr Jr. arrived and myself and Reggie Brown discussed with Bob the clean-up needed . The end result was to remove all oil from the spill origin, the pond and the stream and dispose of in an approved manner. Note: The coordinates of the spill origin are 41.82597, -80.63139 and the coordinates of the end of oil found in the stream are 41.82885, -80.63056.. |
