| 1801129 | 2009-05-28 | Violation(s) Noted | This site was inspected on 3/12/09, and E&S plan deficiencies were noted as well as lack of BMP maintenance / implementation. Following the inspection, the violations were discussed with Doug Kepler of Seneca Resources and inputted under inspection # 1776225. This inspection revealed that the vertical Marcellus well has been drilled. No E&S plan was available for review and no permit number was conspicuous on the well head or otherwise. Disturbed soil embankments have not been properly stabilized to minimize the potential for erosion potential. A portion of the perimeter drainage ditch was backfilled during the pit reclamation process. By not having a well tag, Seneca Resources has violated § 601.201(h) of the Oil and Gas Act, and by not having an E&S plan available for review and by not maintaining / implementing BMPs, Seneca has violated §§ 102.4(b)(7) and 102.4(b)(1), respectively.
