2145610 | Primary Facility | 2013-03-05 | Drilling/Alteration | No Violations Noted | Conductor is set @120'. Ziegenfuss set conductor. Moving Patterson 254 on site. Have six wells planned to be drilled on location. Only this well is spud at this time. Expect to be drilling in the next week or so. No violations observed at time of inspection. |
2148095 | Primary Facility | 2013-03-13 | Drilling/Alteration | Violation(s) Noted | Patterson 254 on in process of being rigged up on site. Walked site with HSE for Patterson. Observed spill of lubricant on containment near generators. Black lubricant also observed outside of containment berm. Violation of 78.54 - failure to properly control and contain fluids on location that prevents pollution. Operator will clean up spill. Crews throwing down pads while I was on site. Discussed with Operator that plastic in area of spill be pulled up to remove any residual fluid spilled from pad. Operator will call DEP when clean up complete. Will perform follow up inspection. |
2151295 | Primary Facility | 2013-03-19 | Follow-up Inspection | No Violations Noted | FUI on spill of lubricant. Walked site with Company Man. Spill occured from changing poil out of compressor. Crew pumping old oil through fill line directly into 55 gallon drum. Fill line came out of drum and spilled on containment, and some onto pad. Observed less than 1 gallon of lubricant spilled. operator cut out section of liner where spill occurred to inspect pad underneath. no lubricant penetrated through liner. Material cleaned up and containment repaired. Discuss improving fluid handling with Company Man. Have set surface casing at 488' - cemented to surface with 20 bbl returns. Violations previously cited has been corrected. No outstanding violations at this time. |
2160203 | Primary Facility | 2013-03-25 | Routine/Complete Inspection | No Violations Noted | The site was very muddy due to recent snowmelt and rainfall events. There was quite a bit of standing water on the surface of the ground near the backyard, in particular collecting in a low spot on the Well Pad next to a gas flare line and the secondary containment system for the drilling rig and associated equipment. This is also the same location for the loading and unloading zone for solid waste material genearted from the drilling process. The water was discolored and had a sheen floating on the surface of it. This prompted me to utilize an Oakton pH, Conductivity, Salinty and TDS meter to field screen the water. Conductivity readings were in the range of (5-6) milliSiemens/cm. |

2726799 | Primary Facility | 2018-05-02 | Routine/Complete Inspection | No Violations Noted | I performed a RTNC inspection of the Bishop well pad. The wells associated with this pad are as follows: 115-21125, 115-21185, 115-21186, 115-21187, 115-21188, 115-21189, 115-21311. The wells were properly labeled.
The access road and pad surface were stable. The cut and fill slopes were stable and well vegetated and the pad surface was quite small. There were no erosional issues apparent during the inspection. There were no violations. |
2800790 | Primary Facility | 2018-11-07 | Routine/Complete Inspection | No Violations Noted | I performed a RTNC inspection on the Bishop well site. The weather was mostly sunny and 48 deg. F. There was previously heavy rain.
The access road was solid and stable and the area to the sides was well vegetated and stable. The well pad surface was puddled due to recent rains but had no erosional issues occurring at the time of inspection. The slopes and the area surrounding the site were well established with perennial grasses. The growth exceeded the 70% vegetative standard required by the Department. There was no evidence of slumping or slope failure at the time of inspection. All temporary BMPs have been removed from the site and there were no indications of any adverse affects due to their removal. The permanent PCSMs were all installed according to plan and appeared to be functioning as intended. The area as a whole was solid, stable and had good growth, with no temporary BMPs remaining and all permanent PCSMs in place. The well pad area was compact and pulled in as m |
