Mr. Webster indicated the actual material spilled was untreated flowback fluid. Cabot was in the process of well flowback procedures when the spill occurred. The truck driver did not check the fluid level in the tank prior to off-loading. The tank overflowed and the containment system in place did not have enough volume to hold the flowback fluid.
