After receiving the notification on Friday, September 15, I conducted a site visit to assess the situation. Personnel from Coastal Drilling Company (Coastal) and Mr. Joel Keller (Department OGI) were also present during the site visit.
On Friday, September 8, 2017, Coastal reportedly lost circulation of fluids in the borehole. It was estimated that approximately 40 barrels of bentonite drilling mud were lost to the subsurface. The return of drilling fluid to the surface was discovered at a point east of the rig location in an unnamed tributary to Browns Creek. According to the operator, circulation was lost in the borehole during plugging operations on 9/8/17. The operator estimated approximately 40 bbls of bentonite drilling fluid was lost to the subsurface. The inadvertent discharge of drilling fluid occurred into an unnamed tributary to Browns Creek approximately 180 feet east of well location. Department personnel observed a coating of bentonite material on the streambed. The operator set a cement plug (95 sks) to seal the lost circulation zone on 9/11/17. The operator reported the loss zone to be around 50¿. The cement plug was set from 75 feet bgs to surface. The operator has drilled out the plug and continued plugging operations. The operator reported that the loss zone has been sealed and no drilling fluid losses have been observed.

On Wednesday, October 11, 2017, an on-site meeting was conducted between Consol Pa. Coal and the Department to discuss remedial options to clean the bentonite from the stream bed. A plan was developed and arrangements were made to begin remediation. On Friday, October 20, 2017, remediation of the stream bed commenced. As of Tuesday, October 24, 2017, the work continued. No violations were identified. |
