A leaking valve within a manifold had released the brine directly into containment. The brine was vacuumed out of containment and disposed off-site. The valve was replaced and all lines and tanks were inspected.
The incident has been determined to be In Compliance with Policy (ICP) and no violations are being cited at this time. |

The incident was the result of an operator error and had impacted soil on the pad, along the access road and an area on the outer slope of the access road. Response to the incident was immediate upon discovery. The site remediation is being conducted in accordance with Act 2/Land Recycling Program regulations in Chapter 250 of Tile 25 of the Pennsylvania Code.
The failure to contain the brine release is a violation of Title 25 Pa. Code § 91.34(a). The impact to soils by the brine is a violation of the Clean Streams Law 35 P.S. § 691.401. The operator should assess the current design and consider adjustments to prevent a release from bypassing containment in the future. At the time of my site visit on March 31, 2016, Vantage personnel were actively assessing the current design and considering changes to the set-up, as well as changes in protocol and training for contractors. |

On 12/27/16 at approximately 1130 hours I conducted a routine complete inspection of the Porter Street unit. The Act 9 sign was in place and all required documents were present at the site. The production equipment appeared to be in good condition. The site was well vegetated and I observed no signs of erosion at the time of inspection. There were no violations observed at the time of inspection. |
