This was at Allegheny Enterprises' Pardee & Curtin Lumber 59811 well (API 047-23415).
I inspected the well on 3/30/17 at 1400 hrs. Upon inspection, it was determined that crude oil and production fluid had in fact leaked from the produced fluids tank on the well site. The release appeared to be less than a barrel and was contained within the earthen berm (see photos 001 and 003). A well tag was affixed to the well head; however, a site ID sign was not posted. At this time no violation is being cited for the lack of the site ID sign. This will be re-inspected at a later date. The unreported release constitutes violations of 91.33(a) and 78.66(a). This administrative inspection serves to document the response and reflect that the violations below from the original NOV are outstanding:
"The release of crude oil and production fluid onto the ground from a storage tank constitutes violations of 78.57(a), SWMA 301, and CSL 402(b)." The outstanding violations from inspection ID #2578619 have been cited again for this inspection report. All associated violations will be resolved upon completion of a visual cleanup of the containment area, including submission of waste manifests and tipping receipts for the disposal of impacted materials. |
