| I inspected the unit pursuant to a complaint (ODNR Complaint #4645) from a landowner. The complainant reported oil being released from the tank battery area of the unit and was concerned about it. Upon notification, I contacted Bruce Close with Alliance Petroleum. Bruce indicated that he was aware of the issue. It had been caused by a failure of a Murphy switch causing an uncontrolled flow of gas with oil into the production tank, and resulting in some spray and spillage of oil down the tank, onto the ground and onto the poly brine tank located adjacent. He said the incident had occurred a couple of weeks ago and the switch had been repaired. They were waiting for better weather to clean it up. Upon my inspection I observed oil staining on the outer walls of the production tank, and on the stone ballast of the battery. It does not appear that oil impact extends beyond the limits of the secondary containment. There is not leaking at the time of my inspection. I would estimate that less that 1 to 2 barrel of oil was released. During my inspection, Bruce Close arrived and we discussed necessary clean-up, which would include steam cleaning and application of peat-sorb and removal of free oil as much as practicable. Bruce began doing some preliminary cleaning while on site. I also spoke with the landowner, Mr. Wilcox, and discussed the incident and planned remedial measures. Bruce indicated that cleanup should be completed by next week.
