All perimeter site and access road erosion controls had been implemented as outlined in the E&S plan contained within ESX11-125-0009. There was no evidence observed of accelerated erosion or sedimentation in relation to the site or access road. Pad construction and final site E&S control implementation were underway at the time of the inspection. Remaining temporary stabilization and collection ditch implementation is to be completed within the next few days.

2771064 Primary Facility 2018-09-04 Site Restoration No Violations Noted On 9/5/2018 at approximately 1030, I conducted a site restoration inspection of the MCC Partners Well Site located in Jefferson Township, Washington County in response to an operator submitted Well Site Restoration Report. The following was observed:
  • Act 9 sign located at the site entrance was in good condition.
  • All wells on site were clearly marked and appeared to be in good condition.
  • The production fluid/condensate tanks were within secondary containment and were in good condition.
  • GPUs on site were not within secondary containment but appeared to be in good condition. GPUs were installed prior to October 2016.
  • CFS were on site below bioretention ponds and appeared to be in good condition.
  • Areas of poor vegetative growth were observed along with an erosion rill entering a bioretention pond. The erosion rill should be addressed by the operator.
  • A small pile of debris was left on the site which should be removed.

No violations were observed during this inspection. The well site restora

2790986 Primary Facility 2018-09-26 Routine/Complete Inspection No Violations Noted On 9/26/2018 at approximately 1145, I conducted a complaint inspection of the MCC Partners Well site located in Jefferson Township, Washington County. This inspection was in response to a noise complaint for nearby oil and gas activity. The following was observed:
  • The Act 9 sign located at the site entrance was in good condition.
  • All wells were clearly marked and appeared to be in good condition.
  • The production fluid/condensate tanks were within secondary containment and appeared to be in good condition.
  • GPUs were not within secondary containment but appeared to be in good condition. Wells on the site were put into production prior to October 2016.
  • The site appeared to be stable with no signs of accelerated erosion.
  • The GPUs and generators were contributing to some noise at the site. The noise coming from the pad was typical of well pads and became quieter in volume as I moved away from the pad towards the site entrance. At the site entrance, the noise coming from the pad was drowned out by
