The pad was currently under construction, and the access road was only partially completed. Three excavators were being operated during the time of the inspection, all of them working in the vicinity of the pad surface itself (as opposed to the access road), and they appeared to be leveling out all the excavated material. I noticed a section of riprap rock on the slope along the access road. Upon closer inspection, I observed running water flowing down the section of rock armor and into the rock-lined swale along the access road. A review of the plans on site indicated this section of riprap was added as a red line modification. All E&S controls on site appeared to be in good condition and installed properly with the exception of one CFS section which was overtopping with water and had accumulated sediment that reached above the maintenance level (i.e. halfway point) of the sock's disturbed side. 2844180 | Primary Facility | 2019-02-07 | Preoperation Inspection | No Violations Noted | I arrived onsite at 1229 hours accompanied by Briana Cunningham to perform a pre-operational inspection of the pad. The weather was cloudy with moderate fog and a mild 45 degrees F.
During the inspection, there was a construction crew onsite removing large hay bails from a trailer; presumably for additional temporary stabilization as several of the slopes onsite containing erodible material had not yet been mulched and seeded. After performing a site inspection and reviewing the redlined plan onsite, I agree that all perimeter E&S BMPs, namely CFS sections #1-#16, are installed properly and according to plan specifications. On site for a new spud inspection, accompanied by Eric Miller (OGI trainee for the Department). There were 8 wells on site with conductors drilled and set at 118'. There were rig mats in place and drilling equipment being hauled to the well site. We took a walk around the location and there were no obvious concerns noticed. There were no violations noted. |
