I entered the location at 13:16 and began the inspection. At the time of the inspection, five producing wells (081-20796, 081-20559, 081-20797, 081-20798, and 081-20561) and one plugged well were located onsite. The well site was in good condition and no E&S issues were observed. The site has no active well permits that have not been drilled.

ESX10-081-0086 expired on 10/26/2015 without being terminated and the site has not been restored. The wells onsite were drilled from 2011 to 2012 and the well site has not been restored. Anadarko’s most recent restoration timeline submission indicates PCSM will be permitted in 2016 and installed in 2017.

The Department considers a well site to be restored under Section 3216(c) of the 2012 Oil and Gas Act when the oil or gas owners or operators meet the following:

1. All permanent post construction stormwater control features as   the Post Construction Stormwater Management/Site Restoration Plan are in place.

2. Remaining impervious

Rick Hall (ARD) reported the release of approximately 630 gallons of Salt Treatment Fluid (STF) to the well pad surface at the back-pressure valve on the injection/re-circulation line at about 10:20. The release was discovered about 30 minutes prior to the spill reporting. After viewing volume trends in the STF tank, the operator estimates the leak began approximately a week ago. The STF is injected into the wells onsite and is comprised of fresh water with a biocide, scale/corrosion inhibitor, de-foamer, and methanol. The concentration of methanol is unknown but believed to be much less than 30%. I called Mr. Hall and we planned to meet onsite.

At 13:45 Thomas McNerney (DEP ECB Program) and I met with Rick Hall and Mark Barbier (both ARD). Soon afterward the well operator, Mark Aungst (ARD), arrived onsite.
