2789649 Primary Facility 2018-09-18 Routine/Complete Inspection Violation(s) Noted On 9/18/2018 at approximately 10:40, I conducted a routine inspection of the Harmon Creek C well site located in Smith Township, Washington County. I was accompanied by Nate Smiell (Range Resources) to assess site conditions relative to permit termination. The following was observed:
  • Act 9 sign located at the site entrance was in good condition.
  • All wells on site were marked and appeared to be in good condition.
  • Production fluid/condensate tanks were within secondary containment and appeared to be in good condition.
  • GPUs were not within secondary containment but appeared to be in good condition. Wells at this site were put into production after October 2016. As a result, this constitutes a violation of 78a64a(b).
  • The site appeared to be stable with greater than 70% vegetative cover.

The inspection of the project area confirmed all requirements established in 25 Pa Code Section 102 relative to permanent stabilization and permit termination have been attained.

2806207 Primary Facility 2018-11-16 Routine/Complete Inspection Outstanding Violations - Viols Req'd On 11/16/2018 at approximately 1145, I conducted a site restoration inspection of the Harmon Creek C well site located in Smith Township, Washington County. On 9/18/2018, I met with Nate Smiell (Range Resources) to assess site conditions relative to permit termination. During the 9/18/2018 inspection, it was determined that all requirements related to permanent stabilization and permit termination had been attained. As a result, the operator submitted a formal written Notice Of Termination to the Department. During the 11/16/2018 inspection, the following was observed:
  • The Act 9 sign located at the site entrance was in good condition.
  • All wells on site were marked and appeared to be in good condition.
  • The site appeared to be stable with greater than 70% vegetative cover and no signs of erosion.
  • Production fluid/condensate tanks were within secondary containment and appeared to be in good condition.
  • GPUs on site were not within secondary containment but appeared to be in good condition. The wel
