| The marcellus well is not in production at the time of the inspection. The initial phase of drilling (top hole) appears to be completed.  The below grade pit has been properly installed and is maintaining the 2 feet of freeboard.  There is no accelerated erosion and sedimentation noted on the access road or well site.  It is recommended that the operator seed and mulch the well site and continue to monitor the access road and well site for erosion and sedimentation.  Accompanied Greg Higgins for training.

Well is not in production at this time.

Site is being restored at this time and vegetation is starting to grow.

The pad and the road have been stabilized with stone and the BMP¿s are in order.

At the time of the routine inspection, the operator was encapsulating the pit.

Spoke with operator and they do not know when they will be fracing and the Department notified them that they might need an extension.

| On June 23rd, 2010 I met with Range Resources E&S Supervisor Jeremy Matinko to discuss the encapsulated drill cuttings on site. Due to expansion of the dril pad the pit would need to be uncovered and the drill cuttings moved.  It was decided that when uncovered the previous drill cuttings would be hauled and disposed of offsite.  The site was currently under construction.  E&S controls were in place according to the most recent ESCGP-1.  The access road was in good condition. A site ID and E&S plan were posted on site.

| On August 12th, 2010 I conducted a routine inspection of the above site.  Frazer township had received 4.41" of rain the previous night.  Some gravel from the access road had been washed onto the public roadway. Due to the large amount of rain, various portions of the E&S controls needed repair.  No sediment was leaving site however.  The super silt fence at the front of the site surrounding the top soil piles was becoming overtaken.  Portions of filter sock inside the silt fence were undermined and sediment was piling up.  The interceptor channels at the rear of the pad were damaged.  Erosion blanket had slid off the fill slope and into the sediment trap.  The sediment trap also was filling and needed cleaned.  Arrangements were made to meet the operator the next morning and a street sweeper was dispatched to the site.

Inspection Data

Inspections Performed

Inspection ID Inspection Category Inspection Date Inspection Type Inspection Result Inspection Comments
1785102 Primary Facility 2009-04-16 Routine/Complete Inspection No Violations Noted The marcellus well is not in production at the time of the inspection.
1785668 Primary Facility 2009-04-09 Drilling/Alteration No Violations Noted Marcellus Well, verticle to 7105, e/s ok
1803413 Primary Facility 2009-06-08 Routine/Complete Inspection No Violations Noted Drilling was completed on 2/18/09
1894331 Primary Facility 2010-06-23 Routine/Complete Inspection No Violations Noted On June 23rd, 2010 I met with Range Resources E&S Supervisor Jeremy Matinko to discuss the encapsulated drill cuttings on site.
1911499 Primary Facility 2010-08-12 Routine/Complete Inspection No Violations Noted On August 12th, 2010 I conducted a routine inspection of the above site.
1911504 Primary Facility 2010-08-13 Routine/Complete Inspection No Violations Noted On August 13th, 2010 I met with Range Resources representatives Jeremy Matinko on site to discuss repairs needed noted in the 8/12/2010 inspection. A street sweeper was on site the night before and had cleaned the public roadway. Silt fence and filter sock repairs were taking place immediately. The other repairs would be scheduled as soon as the soil would become dry enough for heavy equipment to work on.
1913729 Primary Facility 2010-08-31 Routine/Complete Inspection No Violations Noted On August 31th, 2010 I met with Range Resources representative Jeremy Matinko on site to discuss repairs as a result of the storm event noted in the 8/12/2010 inspection. The sediment trap and interceptor channels had been restored to plan specifications. The silt fence had been repaired and other sections have had the sediment piled against it removed. Additional filter sock and rock filters have been added to the site in several locations. The access road was now in good condition.
1917078 Primary Facility 2010-09-10 Routine/Complete Inspection No Violations Noted On September 10th, 2010 I visited this site as a routine inspection. The access road was in good condition. Site ID and E&S plan were posted on site. E&S controls were in place according to the ESCGP-1 and functioning properly. A wireline rig was set up on the well and crews were setting up to pull the 4-1/2" casing in preparation for the redrill.
1927871 Primary Facility 2010-10-25 Drilling/Alteration No Violations Noted MARCELLUS WELL. DRILLED TO 7300' AND CEMENTED BACK TO KOP. PATTERSON RIG IS BEING BUILT. SITE, E&S, AND ACCESS OK.
