| On 6/5/17 at 1233 hrs.  I conducted a routine inspection of Snyder Brother's Tucci #8 well (API 047-23705) in Jones Twp., Elk Co.  There are no violations noted for the well pad.  However a rather large brine release was observed originating from the tank battery adjacent to the well pad.  Water and soil conductivity readings confirmed the release.  The release is over a barrel of fluid and was not reported to the Department.  This constitutes violations of 78.57(a), CSL 402(b) and SWMA 301.  Violations of 91.33(a) and 78.66(a) have been closed as "unresolvable".

| On 7/26/17 at 1045 hrs., I conducted a follow up inspection of Snydrer Brothers' Tucci 8 well site (API 047-23705) in Jones Twp., Elk Co.  Of concern was the cleanup effort and violations associated with the brine release from the tank battery adjacent to the well.  Upon inspection, filter sock had been installed around the impacted area; however, there was no evidence of excavation or sampling at the release site.  Failure to remove a pollutional substance from the ground or waters of the Commonwealth within 15 days of the release constitutes a violation of 91.33(b).  In addition, the outstanding violations associated with the release from inspection ID 2602161 are being cited again for this follow up inspection.  Violations associated with the failure to report the release have been closed (on 7/27/17) as "unresolvable".  All associated violations with his release will be resolved upon compliance with the Department's Spill Policy 800-5000-001.

2602161 Primary Facility 2017-06-05 Routine/Complete Inspection Violation(s) Noted On 6/5/17 at 1233 hrs. I conducted a routine inspection of Snyder Brother's Tucci #8 well (API 047-23705) in Jones Twp., Elk Co. There are no violations noted for the well pad. However a rather large brine release was observed originating from the tank battery adjacent to the well pad. Water and soil conductivity readings confirmed the release. The release is over a barrel of fluid and was not reported to the Department. This constitutes violations of 78.57(a), CSL 402(b) and SWMA 301. Violations of 91.33(a) and 78.66(a) have been closed as "unresolvable".

You are hereby requested to follow Department Policy 800-5000-001, Addressing Spills and Releases at Oil & Gas Well Sites or Access Roads. This Policy sets forth the procedures that should be followed to resolve the violations associated with the spill/discharge/release noted in this Notice of Violation by using either the Act 2 or the Alternative Remediation Process. A copy of this Policy is attached for review.

2619678 Primary Facility 2017-07-26 Follow-up Inspection Violation(s) & Outstanding Violations On 7/26/17 at 1045 hrs., I conducted a follow up inspection of Snydrer Brothers' Tucci 8 well site (API 047-23705) in Jones Twp., Elk Co. Of concern was the cleanup effort and violations associated with the brine release from the tank battery adjacent to the well. Upon inspection, filter sock had been installed around the impacted area; however, there was no evidence of excavation or sampling at the release site. Failure to remove a pollutional substance from the ground or waters of the Commonwealth within 15 days of the release constitutes a violation of 91.33(b). In addition, the outstanding violations associated with the release from inspection ID 2602161 are being cited again for this follow up inspection. Violations associated with the failure to report the release have been closed (on 7/27/17) as "unresolvable". All associated violations with his release will be resolved upon compliance with the Department's Spill Policy 800-5000-001.
2771245 Primary Facility 2018-09-05 Compliance Evaluation No Violations Noted On 9/5/2018 at 1444 hrs., I conducted a compliance evaluation inspection of Snyder Brothers, Inc.'s Tucci 8 well (API 047-23705) in Jones Twp., Elk Co. On 9/4/18 the Department approved the Site Characterization Report for this release in accordance with the Alternative Remediation provision of the Department's Spill Policy. This inspection report resolves violation ID numbers 778078, 778079, 778080 associated with inspection ID 2602161. This inspection also resolves violation ID numbers 792561, 792562, and 792563 associated with inspection ID 2619678.
