2657588 Primary Facility 2017-10-27 Plugging(Includes Plugged/Mined Through) No Violations Noted On October 27, 2017, the Department performed an inspection of the Consol Frederick#1 well plugging site. Present at time of inspection was John Carson, Dave McDermott, and Mike Morgart (DEP). The inspection was a routine inspection during plugging of the well.

Costal Drilling was on site plugging the well for Consol Energy. The plugging is being performed to allow mine through of a longwall panel from the Enlow Fork Mine. The well is approximately 4' from a Consol owned house. The operator had a E&S plan on site withe well permit for Department review. The well plugging pad was in good condition and the consultant was pulling pipe from the abandoned well. All E&S BMPs where in place and functional. No sediment was observed leaving the plugging location. A small oil leak was noted at the crew trailer and generator. The operator will need to ensure all impacted material from this small leak is excavated and disposed of.

No indications could be found that the site build and plugging operation was impacting
