| Arrived on site at 13:00 on 01/15/15 to respond to complaint Id#309649 which states that no E&S provisions are in place during earth disturbance activities. Prior to leaving the office the project was confirmed to be permitted under ESX29-081-14-0039.  Weather was clear, cool, and sunny. During the visit the rock construction entrance and beginning of access road were being constructed.  Top soil had been pushed back straight up the access road, geotextile was being unrolled, and base and top stone was being spread as it arrived. The contractor took out the plans from the company truck confirming they were on site and that the rock construction entrance and road were being built per the plan.  It was also noted that per the plan, orange construction fence along the adjacent wetland was in being put up and the first section of silt sock was already in place downslope the first minor bend in the road that had yet to be constructed.  Departed the site at 13:20.

| I entered the site off Smokey Corners Road at 11:47.  The access road is well vegetated and in good condition.  The PCSM (Post Construction Stormwater Management) features appear to have been implemented as designed but vegetation is sparse in some areas around the well pad.  Off the east side of the well pad, some area inside the LOD has been converted back to pasture and have bare earth exposed.  No erosion was noted in the pasture area used by the landowner and I would consider this area returned back to agriculture.  Correspondence from Inflection on 4/16/2015 indicates conductor was set to a depth of 50’.  Drilling logs from Zigenfuss indicate 20” holes were drilled to 80’ as indicated by Sean VanFleet’s (DEP) inspection on 8/11/2015.  Drilling on the Hannan 1 (081-21551) and Hannan 2 (081-21559) began on 3/23/2015.  Drilling on the Hannan 4 (081-21557) and Hannan 5 (081-21558) began on 3/24/2015.  At the time of the inspection, the conductors had caps tack welded to the surface with well designations a

I entered the site off Smokey Corners Road at 12:20 to evaluate the fresh water dewatering plan for the fresh water impoundment on the site.  The discharge area is north of the well pad (see photos), is well vegetated, and is upslope of the infiltration basin.  I recommend monitoring the discharge rate to ensure that the discharge rate does not exceed the infiltration rate. Overall, the dewatering plan describes how the operator will maintain compliance during the discharge of fresh water. The Department acknowledges receipt of the Freshwater Impoundment Dewatering Plan for the Hannan Well Site. No Violations Noted.

| Routine Pre-Operational Inspection 2/24/2015; cold (below zero) and sunny. I arrived onsite at 07:54 for a routine inspection. The access road was completed but was predominantly covered with snow. The pad was nearly complete and a bulldozer was being used to rip material to be removed from the impoundment and excavator was being used to break frost. The contractor noted that limestone top-rock should be applied to the pad sometime later in the week. All perimeter E&S controls were installed although most were covered with snow. Previously disturbed soils were stabilized with straw mulch. This inspection fulfills the pre-operational inspection requirement of the O&G Act as amended by Act 13. No Violations Noted.
