| On June 9, 2017 at 1230 hrs., the Department conducted a routine inspection at the Repsol Oil & Gas USA LLC, Abell G (05-112) Well Site in Warren Township, Bradford County.  Andrew Hobbins, Water Quality Specialist, represented the Department.  Nobody was present for Repsol.

The site sign, E & S plan and weekly inspection logs were on site and available for review.  The site was well vegetated and no erosion issues were observed.  Two PCSM bioretention basins were installed at the site.

One well was in production phase during the inspection.  The well was labeled and no bubbling was observed in the well cellar.  One production tank and one GPU were also on site.  The tank and GPU were on secondary containment.  Puddles on the well pad surface were low in specific conductivity.  No staining was observed on the well pad surface.

| After completing an inspection at the nearby Repsol Oil and Gas Caprio well pad, Jason Hartman, well tender of Repsol and I mobilized to this location at 13:07 as per my request to conduct an inspection.  The weather conditions are mostly sunny skies, very warm and humid with temperatures in the mid to upper 80's.  There was no additional  personnel and no activity at the site during the inspection.  The Abell, G 1H well is in production.  There are small sections of containment and some trash observed on the back side of the pad surface near the site perimeter ditch.  Mr. Hartman said that this pad was used to stage equipment used for drilling operations on the Caprio Pad.  I departed from the site at 13:41.

| I arrived at the site at 10:42.  I had recently completed an inspection at the Repsol Caprio Pad, and conducted an investigation of a reported spill incident to the Department of (1) gallon of hydraulic fluid to the ground surface of the driveway of 472 Abell Road.  The weather conditions are cloudy skies, breezy and quite cold, with an approaching snowstorm, and temperatures in the upper 20's.  The Repsol Subcontractor, Fluid Delivery Solutions is in the process of connecting the aboveground well development pipeline to the storage structure stationed in the southwest quadrant of the pad.  There was no other activity on the pad.  The Abell G 1H well is in production.  There are no other permitted wells on this pad drilled, stimulated, and in production.  Marc Bryant, Field Supervisor of FDS, whom I had met with on the Caprio access road, mobilized to the Abell pad to assist FDS employees in the process of connecting the pipeline.  Mr. Bryant had indicated to me during the investigation of the spill incident

| Kris Perritt (Repsol Environmental) called me yesterday to report that sediment laden water was draining from the infiltration basin (photo 3).  Repsol has been using this pad to stage water and equipment for a hydraulic fracturing job at their nearby Caprio 077 Marcellus well pad.

Today I spoke with Vincent Engbith (Apex) on site.  He explained the following:  snow was plowed up near the basin.  When the snow melted, some sediment from the gravel entered the basin, and then seeped out the other side.  Apex installed silt fence (photo 4), and is installing filter sock today in the swale that receives drainage from the basin.

| I arrived at the site at 10:54 AM in response to a reported spill incident of one-half gallon of anti-freeze to the pad surface on 1/27/19.  The weather conditions are mostly sunny skies, light winds, quite cold, with temperatures around 15 degrees Fahrenheit.  There is (1) permitted well on the pad, the Abell G 1H, Permit # 015-22356.  In addition to this (1) well in production, the pad is utilized as a staging area for completions operations on the nearby Caprio pad in Apolacon Township, Susquehanna County.  I initially met with Buddy Kondikoff of Fluid Delivery Solutions.  He informed me that FDS was in the process of rigging down the above ground storage structure and associated equipment.  The structure contained water from the nearby Repsol Steen well development impoundment.  The water from the impoundment was pumped through a well development pipeline to an above ground storage structure on the nearby Caprio pad to be used during stimulation of wells.  The panels for the structure have been taken dow

2603373 Primary Facility 2017-06-09 Routine/Complete Inspection No Violations Noted On June 9, 2017 at 1230 hrs., the Department conducted a routine inspection at the Repsol Oil & Gas USA LLC, Abell G (05-112) Well Site in Warren Township, Bradford County. Andrew Hobbins, Water Quality Specialist, represented the Department. Nobody was present for Repsol.

The site sign, E & S plan and weekly inspection logs were on site and available for review. The site was well vegetated and no erosion issues were observed. Two PCSM bioretention basins were installed at the site.

One well was in production phase during the inspection. The well was labeled and no bubbling was observed in the well cellar. One production tank and one GPU were also on site. The tank and GPU were on secondary containment. Puddles on the well pad surface were low in specific conductivity. No staining was observed on the well pad surface.

The Department left the site at 1320hrs. No violations were observed.

2777137 Primary Facility 2018-08-29 Routine/Complete Inspection No Violations Noted After completing an inspection at the nearby Repsol Oil and Gas Caprio well pad, Jason Hartman, well tender of Repsol and I mobilized to this location at 13:07 as per my request to conduct an inspection. The weather conditions are mostly sunny skies, very warm and humid with temperatures in the mid to upper 80's. There was no additional personnel and no activity at the site during the inspection. The Abell, G 1H well is in production. There are small sections of containment and some trash observed on the back side of the pad surface near the site perimeter ditch. Mr. Hartman said that this pad was used to stage equipment used for drilling operations on the Caprio Pad. I departed from the site at 13:41.

I took electrical conductivity readings of pooled water on site with an Oakton PCSTestr 35. A puddle near the production tanks returned a 0.05 mS/cm reading. Fluid Delivery Systems workers are fusing a 10" black plastic waterline on site today. JLP

2806653 Primary Facility 2018-11-15 Routine/Complete Inspection No Violations Noted I arrived at the site at 10:42. I had recently completed an inspection at the Repsol Caprio Pad, and conducted an investigation of a reported spill incident to the Department of (1) gallon of hydraulic fluid to the ground surface of the driveway of 472 Abell Road. The weather conditions are cloudy skies, breezy and quite cold, with an approaching snowstorm, and temperatures in the upper 20's. The Repsol Subcontractor, Fluid Delivery Solutions is in the process of connecting the aboveground well development pipeline to the storage structure stationed in the southwest quadrant of the pad. There was no other activity on the pad. The Abell G 1H well is in production. There are no other permitted wells on this pad drilled, stimulated, and in production. Marc Bryant, Field Supervisor of FDS, whom I had met with on the Caprio access road, mobilized to the Abell pad to assist FDS employees in the process of connecting the pipeline.
