The first thing we found was an oil sheen on the access road at the pad’s entrance; probably from a backhoe at the entrance. Although a contractor and a security guard were on-site, no effort was being made to clean up the spill. We could not find a copy of the Erosion and Sedimentation plan. There were some E&S controls (silt sox) on-site but they did not always seem to be placed where they could do the most good. The finished slopes were not stabilized. We did find where sediment had left the pad. These are all violations.	638988

2096314	2012-08-28	No Violations Noted	On August 28, 2012, I stopped at CNX’s NV-42 site for a Compliance Evaluation Inspection; I met with Spenser Johnson. CNX has drilled all the wells on NV-42 vertically and is waiting horizontal drilling. The slopes and sides are vegetated. Although some areas are a bit spares, I consider the slopes stable. The E&S plans are on-site and it looked like they installed them according to those plans. CNX placed added a rock pad to the access road’s bank and we added that to the plans. Some of the storm water ditches were showing signs of erosion and I suggested adding some extra rock to them. I found no problems during this inspection.
